Recover the TileMatrixSet for a coverage cache, or null when the backend can't reconstruct one. Mirrors tryRecoverLevelSet for elevation coverages.
GeoPackage-backed managers override this and read the persisted tile-matrix-set shape. Other backends keep the default no-op.
