Open (or create) a BlobStore for 3D Tiles content payloads. The on-disk shape follows the OGC 3D Tiles GeoPackage Extension community proposal: the table is registered in gpkg_contents with data_type='3d-tiles' and in gpkg_extensions as gpkg_3d_tiles. The per-tile schema (GpkgBlobRow) is the proposal's tile_path PK + tile_data BLOB plus WorldWind's extended bookkeeping columns for conditional fetches + LRU eviction.
