Evict from a features cache per policy, driven by ww_feature_coverage:
CachePolicy.staleAfter: NOT a deletion trigger — stale tiles refresh in place (SWR).
CachePolicy.maxEntries: cap on cached coverage tiles.
Keeps the newest coverage tiles (by id, so revalidation never changes the victim set) and evicts the rest as WHOLE tiles — overlap-safe, so a feature shared with a retained tile survives. No-op when read-only, unbounded, or there's no coverage table.
